Two teenage girls who died when they were hit by a car "lived their lives to the full", their school has said.
Jasmine Allsop, 14, and Olivia Lewry, 16, were struck by a green Honda Civic early on Sunday while walking along a road in Gosport, Hampshire.
A 20-year-old man, from Gosport, is being held on suspicion of murder.
Head teacher Richard Kelly, from Brune Park Community School, said they were both "independent" with "unique talents" and a "sense of fun".
Olivia left the Gosport school in the summer while Jasmine was still a pupil.
In a statement, Mr Kelly said: "They were both independent, strong-minded individuals who lived their lives to the full with confidence and a sense of humour and a sense of fun.
"We will miss them both immensely and the unique talents which they displayed.
'Extremely tragic'"Our thoughts and prayers are with their families at this dreadful time."
Di Lloyd, principal of St Vincent College, said Olivia had started a vocational qualification in September.
She said: "We are shocked. Some students were particularly close to her, she was very local to the college.
"We're putting in place all the support that our students need. We will be offering counselling and working with police.
She added: "We will be getting together with the students who knew her best and ask for the best [type of] tribute to her."
Ms Lloyd said it may take the form of a book of condolences.
Jasmine died at the scene while Olivia was pronounced dead at Queen Alexandra Hospital in Portsmouth.
Hampshire Police is appealing for anyone who saw the crash, near the junction of Ann's Hill Road and Brougham Street, to contact them.
Det Supt Dick Pearson said: "This is an extremely tragic incident.
"I currently have a team of detectives and other officers, including expert road collision investigators, working on this case to fully investigate the circumstances surrounding the deaths of these two teenage girls."
Tributes were paid to both girls on social networking sites and friends have laid floral tributes at the scene of the crash.
